The United States has acknowledged having space weapons, with Air Force Secretary Troy Meink confirming the existence of on-orbit space-control weapons. This announcement has sparked international reactions, with China urging the US to halt its military buildup in space and Russia calling for a legally binding agreement to restrict offensive weapons in space.
The US Space Force has a space warfighting framework that treats space control as a warfighting function, recognizing both offensive and defensive counterspace operations. However, the need for clear behavioral signaling rules in orbit has been emphasized to prevent satellite maneuvers from being misinterpreted as preparations for attack.
The US is being encouraged to develop a behavioral signaling doctrine for on-orbit space-control capabilities, which would define how to reduce avoidable ambiguity when an action is likely to be interpreted as preparation for attack. This doctrine would distinguish maneuver families by strategic consequence, preserve crisis-notification and deconfliction options, and ensure that autonomous systems do not make strategic ambiguity invisible to their operators.
