According to John Cohen, a former head of intelligence at the Department of Homeland Security, research supports concerns that AI could be used by criminal organizations, terrorist groups, and foreign intelligence services to conduct attacks or criminal activities.

Cohen explained that AI can be educated using publicly available information and sensitive information held by criminal organizations or terrorist organizations. He also noted that AI agents, which combine artificial intelligence with autonomous thinking, can create other agents, search for existing agents, and organize them to complete tasks. In some cases, these agents can work independently of their human programmers.

Cohen warned that AI is allowing terrorists and criminal organizations to organize and evade law enforcement more effectively. He stated that attack plans that would have taken years to develop in the past can now be developed and operationalized in hours, leaving law enforcement with less time to detect and counter threats.

Cohen expressed concern that the federal government has been slow to address the issue of how AI is changing the behavior of terrorists, foreign intelligence services, and criminals.
